NASARAWA: Gov Sule signs FRILIA, NGREM executive orders, NASIDA law regulation

THE Nasarawa State Governor, Abdullahi Sule signed two executive orders and one regulation today.

The executive orders call for the implementation of the Nasarawa Governance Result and Efficiency Mechanism (NGREM) and the Framework for Responsible Investment in Land-Intensive Agriculture (FRILIA).

The rule is intended to reinforce the Nasarawa State Investment and Development Agency (NASIDA) Law 2020 and to improve the state’s framework for public-private partnerships (PPPs).

The Governor signed the bill today during an emergency Executive Council meeting in Lafia.

The Governor stated in his remarks that the Executive orders and regulations are founded on enhancing governance and producing outcomes for the state’s economic development.

The adoption of FRILIA is intended to ensure that large-scale agribusiness investments are made in accordance with established international best practices, to ensure long-term economic, social, and environmental benefits, and to ensure shared benefits between private investors and surrounding communities.

Meanwhile, NGREM requires all MDAs to publish Service Level Agreement (SLA), Grievance Redress Mechanism (GRM), and Mandatory Advance Communication rules of upcoming changes in order to streamline government processes, promote transparency, and improve efficiency in the delivery of public services.

According to Ibrahim Abdullahi, Managing Director of NASIDA, the Regulation of the NASIDA 2020 Law would improve the framework to stimulate collaboration between the public and private sectors. The Regulation aims to boost economic growth, create job opportunities, and improve the state’s infrastructure development.

The Nasarawa State Executive Council ratified and adopted the State’s Business Enabling Reforms Action Plan (BERAP) for 2024, in accordance with the eligibility criteria for the State Action on Business Enabling Reforms (SABER) program, which aims to improve the state’s business environment.

Governor Abdullahi Sule has also ordered the removal of all fees for the installation of fiber optic infrastructure in the state. This is part of his goal to attracting more investors to the sector.
